ground, president obama and governor christie visited relief shelters throughout the area. the governor offered this assessment of the president to storm victims. he means what he says. it's important that he is here. christie had more praise later on. >> we spent a significant afternoon together, surveying the damage up and down the new jersey coastline. we were on marine one together, to be able to show the president that personally, had an opportunity to see it and discuss it at length, and going over to the shelter here, being able to meet with folks and see the president and his concern, the concern all of us have for making sure that things get back to normal as quickly as possible. i discussed all those issues today with the president, and i'm pleased to report that he has sprung into action immediately, to help get us those things, while we were in the car riding together. so i want to thank him for that. he has worked incredibly closely with me, since before the storm hit. i think this is our sixth conversation since the weekend, and it's been a great working relationship to ma

completely changed. president obama arrives in new jersey tomorrow to see what happened firsthand. new jersey governor chris christie surveyed the damage from the air and then consoled storm victims on the ground. >> all my life -- >> it's a very difficult day. a great difficult day so we just start -- yeah, today we survive and that's the important thing. we'll rebuild. >> we're tough. >> tough folks. >> the scope of the storm is absolutely stunning. aside from delivering high winds and driving rain, it was also dumping snow on areas of west virginia. the cleanup from sandy has just begun. state and federal officials are urging patience. the full extent of sandy's toll won't be known until days, even weeks to come. we have two reports tonight. i'm joined this evening by nbc news correspondent jay gray, live in battery park in lower manhattan and ron allen, who joins us from point pleasant beach, new jersey. mr. gray, great to have you with us tonight. you were right at the heart of the devastation in lower manhattan. how are the people dealing with that right now? i know a lot of people have

president and the governor of new jersey in conversation, aboard marine one. president obama left no doubt, the federal government will see the cleanup throughout to the end. >> we are here for you. and we will not forget, we will follow-up, to make sure that you get all the help that you need, until you've rebuilt. >> and of course, the rebuilding will be extensive. entire sections of the new jersey coastline need to be refigured. governor chris christie, already requested attention from the army corps of engineers, to help reinforce the shoreline. the national guard was called in to several states to assist with the recovery. in hoboken, new jersey, troops helped the rescue efforts in a city where as many as 20,000 people were stuck in their homes. the key for many areas is to reduce the flooding in order to restore services. in hoboken, the floodwaters are contaminated with sewage, making cleanup more difficult. it will still be days before new york city's subway system is completely drained. stations at lower manhattan are still filled with water and are not able to be inspected.

you think that this is going to have an impact? because you've got, of course, governor christie out there just praising president obama. there haven't been major complaints of resources not getting there. it is all surrounds around the power. the approval rating of the president right now is the country thinks he's doing a good job with sandy. will this play in the election? >> sure, it goes to the whole question of the character and quality of presidential leadership. romney found that out in the second debate when he went after the president on libya, got slapped down, got corrected by candy crowley, and the president has a big advantage there. the question is deeper. the question is is this guy up to the crises we face as a nation? we saw barack obama in last week respond in exactly the way americans want him to respond, and who would have thought that chris christie would be the october surprise? that this guy would -- >> october political surprise. >> yeah. he would be the october political surprise, that he would stand up and it's true, and say the president has been incredibl
